Usb subsystem is not re-enumerating any inserted device/already inserted device after resume

Bug Description

Only After merging the Basic suspend/Resume working patch, the following bug can be reproduced.

Insert usb-mouse to board --> Enter suspend --> Enter Resume --> The device which is inserted before, is not re-enumerated/ also it not enumerating any new device inserted at this point.

[ 207.583923] usb 1-1: new low-speed USB device number 6 using musb-hdrc
[ 208.003906] usb 1-1: device not accepting address 6, error -19
[ 208.009796] hub 1-0:1.0: unable to enumerate USB device on port 1

Also, in normal scenarios(that is without suspend or Resume). Removing an inserted device and then re-inserting back, doesn't work.
