Bug Description
Imagine that you vote for an idea in the sandbox but then discover that it has already been implemented. There's no way back!
Or imagine that you know that an idea is not an idea, but you click on the wrong button... :P

Presently after a fix, the pencil icon is hidden for idea "Status" as ideas are in sandbox to avoid overriding the sandbox by those who can change the status.
I'd think that hiding "New" from the drop menu would be a better practise so that "Not an idea" or "Already Implemented" is still available.
I'll take a look at this one if it sounds good.
