Unable to propose a duplicate again

Bug Description
When proposing a duplicate to be merged, the admins see it in the admin UI.
If they refuse it (which I did by mistake), it's marked as refused on the idea's page but it can't be proposed for merging again, even by an admin.

This also apply to ideas that have been un-duplicated, they can't be set as duplicate again.

One of these two ideas should be a duplicate of the other, but I made the mistake to set as duplicate the wrong one, tried to fix my error by un-duplicate one idea and set the other as a duplicate, but brainstorm now refuse it.
