jabber should try to register on login failures

Bug Description

It would be nice if the jabber source would try to register the account with the jabber server when it actually fails to login to the service. Since we mostly setup *new* accounts for the bot, that would make the most sense in most cases and would be a great usability improvement.

Perhaps this should be done in ibid-setup rather than by the bot itself? Doing at bot-startup time means we can't ask the owner whether they want to register, and it could result in creating unwanted accounts if there is a typo in the config.
