ibid-setup doesn't give all permissions

They should be the same, no?

I think the default config will grant everyone factoid, recvmemo, sendmemo,
feeds and karma, so it isn't necessary that these be explicitly granted. If
the owner wants to change these permissions they can then just grant them to
themself. 'eval' should be granted by ibid-setup though.
