scan-o-meter window does not display

Bug Description
1. Open Firefox.
2. Click the 'scan-o-meter' bookmark.
3. Click 'start scanning'.
At this point, a window does not appear.
note: I checked the setting in Firefox but everything looked okay. Also, I pressed 'ctrl + F5' to reload just to be sure.
note: This is happening for scribe3.
