Bug Description

sheetfed01.nj.archive.org is not populating any data in metamanager since the update.

This is still happening. I'm also not sure if these items are being billed either. We haven't been able to QA any of these items for months now. Please resolve ASAP.

Please provide an example of items scanned on the sheetfed that do not have metamgr data, and also an example of ones scanned recently (within the past week).
