Installation failed: There is a conflict between ihris-manage-pmoralg and ihris-manage-CustomReports-position-reports

Bug Description

The installation fails until you uncomment all the conflicts after <conflict name="ihris-manage-CustomReports-position-reports"> and it only fails when we restore a database.
This has come up later, but it performed OK previously. I don't know what might have gone wrong!

Are you restoring a database from one machine on another where the location of files/version of iHRIS may be different?

The issue should now be fixed -- the site will update. However, there is still a logic issue in that the ihris-manage-CustomReports-postion-reports will still be enabled. You should manually disable this after the site updates.

We need to decide what to do about the general case of:
 ModuleA is enabled, but not required.
 ModuleB is a (newly) required module that conflicts with ModuleA

Should ModuleA be silently disabled?
