module doesn't get enabled during installation

Bug Description

The module for custom reporting is created and enabled, hoping that just after a fresh installation all the reports are readily available. However, this is not the case. I have to go back and upgrade the version numbers and do the manual update, i can then see the reports coming.

Hello Carl,
The problem is there still, i was thinking though we change from <enable> to
<require> This for sure is going to work.
