LoadBalance is not normal when member VM created in AZ31

Bug Description
In the scenario using the loadbalance , when accessing web Service directly, it is not available, After log on the web server VM and Ping vip continuously, it recover normal
1)create VM1 in AZ01 as DB server
2)create lb pool, and add vip for pool
3)create flotingip, and associate floatingip and vip
4)create VM2 in AZ31 as WEB server, injecting db ip and vip as userdata
5)add VM2 as a member to lb pool
6) access Web server in Browser, and find service is not available
7)log on VM2 in AZ31, and ping vip continuously, you will find the service of web is normal
