Bug Description

[Impact]
After suspend then restart, the System would hang during shutdown.

[Fix]
The commit has pushed to upstream but still wait for the maintainer of IOMMU to apply.

Skip the TE disabling for the quirky gfx dedicated iommu and
the system would not hang during shutdown.

[test]
With the patch, the machine restart successfully.

[Regression Potential]
low, the patch just skip the TE disabling and wouldn't affect the normal usage.
