Binary package hint: compiz
This looks particularly unsavoury when a window is maximised. You get this strange unnatural shadow at the top of the window's title bar.
Perhaps the panel should follow the rules of all other windows, i.e. its shadows only drawing on top if it is the active (on top!) window.
