hardware drivers should pop-out on fresh install

Bug Description
When a new user has finished his Ubuntu setup and boots for the first time, the "Hardware drivers" should pop-out by itself (or a little reminder, among the lines of "You can use system>
It can be annoying for the new user to find out that his expensive video card is not working properly, or maybe the wireless isn't working, so he should be shown where to search for those drivers in the first place.
when jockey finds any properietry driver is installable it gives the notification and there comes an icon in notification applet. if someone dont want to use properietry driver/want to install later this can cause annoyance.
