With Ubuntu 17.10 the installer for NetBeans 8.2 interprets the version number of openjdk-9-jdk as 0.9, which is too low to pass installation. A workaround for this particular issue is to install openjdk-8-jdk, as the version number for this package is reported in a way that NetBeans is happy with. .
