Thanks for taking your time to report this issue and help making Ubuntu better.

Indeed there seems to be a typo in the description for this package. I have forwarded this bug to Debian, so hopefully the maintainer will fix this shortly.

msrtool was removed from Ubuntu (Focal) on 2020-02-12 and hasn't
been included in any later release. This is not a bug that will
be fixed in releases previous to Focal.

Closing as "Invalid/Won't Fix".
