Tooltip color in Human does not fit into the rest of the theme

Bug Description

The tooltip color in the default Human theme is yellow, which looks like a standard Motif tooltip from the 80s. It should be altered to match the other colors in Human, perhaps a slightly lighter or darker variant of the GTK widget theme color.

Fedora contributed some awesome stuff towards tooltips in GTK+, which (if I understand correctly) have landed upstream and will be upon us with 2.30 / 3.0 (whichever it is). Those contributions will change the scene quite significantly :)

Dylan, that does look rather awesome :)

However, the tooltip color is already configurable, we could change the default right now.
