Bug Description
When a job is submitted to a queue for a network printer, but the printer is not switched on, the job is aborted.
In HPLIP 3.9.2 it would retry, which is the correct behaviour.
In HPLIP-3.9.8 it no longer retries.
Patch to fix it attached.

I am not convinced we need this patch. If the user wants retries then the CUPS print queue error policy should be set to retry-job. The patch would lock out the user from setting their own error policy.
