base/*.py are not scripts

Bug Description
The base/*.py files should not be installed with the executable bit set as they are not ever directly executed, only imported. Accordingly, they should be listed as DATA not SCRIPTS in Makefile.am.

Thanks, I applied a similar patch since there were more than just base/*.py files to change.
