hpcups driver gives incorrect output on HP DeskJet 990C

Bug Description
When using the hpcups driver from HPLIP 3.9.6b for an HP DeskJet 990C, printing the CUPS test page on A4 gives incorrect output.
The top left-hand quarter of the page shows the test page as I expect it to appear on the whole page.
The top right-hand quarter of the page is solid black.
The bottom half of the page is blank.
