I've been using the "kewpie" program I wrote to give me control of the margins and align the printout exactly. You can find a description (and the source if you want it) of the program here:

I'd include the output from hp-check, but I can't seem to find a version I can download from the repos without conflicts. I think some things need to make it all the way from updates-testing to updates before I'll be able to fetch a compatible version of hp-check.
Anyone happen to know if I can throw in some \HWMargins tweaks in the .ppd file to fix this? I also see the release notes for hpcups says some things about better margin control, anyone know if hpcups would fix this?

OK, I now tried this with the brand new hpcups raster driver from fedora rawhide 3.9.8-14. fc12.x86_ 64) and it prints CDs and DVDs the exact same way as the
(hplip-
hpijs driver did with the same 1 to 2 mm clipping at the top.
I see various comments in the release notes about improved margin adjustments in
hpcups, but I can't find any docs on how to use such adjustments. Anyone know how
I can try to print on those top 2 millimeters?
I know the hardware can do it, because the same printer can print the full DVD (including
the top 2 mm) when using the HP software on Windows XP.
