printer should use both cartridges by default

Currently, the default behavior is to use the color cartridge only or the black cartridge only, and the user must manually select black + color cartridge under quality instead of the default "Controlled by 'Printout Mode'" (which will only use one cartridge at a time). It would make a lot more sense to use both cartridges by default.
