hplip installater fails as python is assumed to be python2

Bug Description

The user needs to install `python3-is-python`.
This aliases all the python packages with prefix `python-*' -> `python3-*'

python2 is deprecated since January and HP's installer is not using python3 explicitly.

The required package is `python-pyqt5'. It should be `python3-pyqt5'

I wrote this patch (https://bugs.launchpad.net/hplip/+bug/1898047) to avoid having to install hplip-gui which is dependent on python3-pyqt5.
all hplip features are available in console
