I get a 'channel write error' message and XML data can't be read.

Bug Description

When I installed hplip-3.20.6, I got the following error messages:

error: Channel write error
error: Unable To read the XML data from device

As a result, when I try to install my printer, I get this error message:

Printer Error.
Printer is busy, offline, or in an error state. Please check the device and try again.

My printer is an HP Smart Tank Plus 651 and my operating system is Ubuntu 20.04.

My printer scanner Hp officejet pro 7740 ran well on kubuntu 19.10. Recently, I upgraded to 20.04 LTS and could not use the scanner ADF from PC using simple-scan anymore. I tried to install hplip 3.20.6 from the hp website, but ran into dependency problems with pyQt4 and others. Then I did a fresh install, same situation. I run ``hp-setup`` on the command line and this gave the same errors as above twice:

error: Channel write error
error: Unable To read the XML data from device
error: Channel write error
error: Unable To read the XML data from device

After upgrading to 20.04, I haven't tried to install the latest version of hplip anymore.
