Unable to scan at 600dpi with M28w MFP

Bug Description

Using the latest version of HPLIP (3.20.6) with the equivalent plugin, the HP M28w MFP is unable to scan (using xsane or any other software) at anything other than 300dpi.

When you try to scan at 600dpi (the maximum supported by the device) using xsane is states:

"Failed to start scanner: Error during device I/O"

Everything works fine otherwise at all other resolutions (although please see https://bugs.launchpad.net/hplip/+bug/1879061 which is still present).

Worth noting that the sane-airscan project had a similar problem which was resolved very quickly:
