HPLIP plugin does not install

Bug Description

Its been a very old bug but HP does not seem to be aware of it yet. It is just not possible to install the plugin for HP M1136 MFP on Ubuntu. I have tried installing the plugin right from HPLIP 3.15.x but it fails every time. Also, the terminal fails to connect to the HP server each time to download the plugin. And even if I download the plugin from the site and try to install it manually it fails to install. After failing I get an error message saying that this printer needs a binary plugin to work properly. I have tried everything but there seems some core issue which HP has still been unable to resolve. Request them to do the needful.
