hplip gives out an error about a missing devel package for a user when it shouldn't

Bug Description

I was running hp-check -i as root in order to see what output it gives me:

 error: sane-devel SANE - Scanning library development files REQUIRED - - MISSING 'sane-devel needs to be installed'
 error: libnetsnmp-devel libnetsnmp-devel - SNMP networking library development files REQUIRED 5.0.9 - MISSING 'libnetsnmp-devel needs to be installed'

 error: python3-notify2 Python libnotify - Python bindings for the libnotify Desktop notifications OPTIONAL - - MISSING 'python3-notify2 needs to be installed'
 error: python3-pyqt4-dbus PyQt 4 DBus - DBus Support for PyQt4 OPTIONAL 4.0 - MISSING 'python3-pyqt4-dbus needs to be installed'
 error: python3-pyqt4 PyQt 4- Qt interface for Python (for Qt version 4.x) REQUIRED 4.0 - MISSING 'python3-pyqt4 needs to be installed'

A normal user shouldn't have to install devel packages in order for it to work without errors.

3. Voila! Those errors will appear.

There's a package conflict between libsane1-devel and lib64sane1-devel that also needs to be adressed at the same time.

This is completely invalid as this is as this from some years now.

Also we don't want to install unneeded "devel" packages in a normal user system!
