hplip fails to download SmartInstallDisable-Tool.run from hplipopensource.com

Bug Description

Setup : HP LaserJet P1102, plugged via USB on Ubuntu 16.04 (x64).

hp-setup and hp-doctor detected that the "Smart Install" feature was enabled on this printer, and suggested to disable it. But they failed to do so because they needed to download and execute the file http://hplipopensource.com/hplip-web/smartinstall/SmartInstallDisable-Tool.run : this URL now redirects to a generic home page of HPLIP, so the download fails.

I managed to disable the "Smart Install" by downloading the file from https://web.archive.org/web/20160316030640/http://hplipopensource.com/hplip-web/smartinstall/SmartInstallDisable-Tool.run (found the info from https://bugs.launchpad.net/hplip/+bug/1248190), and had to execute it manually.

After that, the "Smart Install" feature has been disabled : the printer is properly detected and installed, and is working fine.

I suppose HP modified their web sites, but forgot that some URLs were hard-coded in hplip : the one of this tool, and also some web pages they give to the user for some further explanations (for example http://hplipopensource.com/node/367)
