hpssd creates /.hplip/hplip.conf at boot time

When hpssd is started via init script, the directory /.hplip/
with an empty file /.hplip/hplip.conf gets created.

It is in the system root directory because the init process
which runs it during boot has no home directory.

The real bug is that a process which runs as a daemon
should not create files in whatever home directory.
