Can you try downloading 'hplip-3.15.11.run' file from here http://hplipopensource.com/hplip-web/gethplip.html and run command command 'sh hplip-3.15.11.run' in terminal to install hplip drivers.

Linux Mint 17.3 is not supported in 3.15.11 version but you should still be able to install it.

After install, run command 'hp-setup' to configure the printer.
