hpijs, hpcups: printouts appear bleached / gray lines and boxes are not printed

Bug Description

The hpijs printer driver for the HP DeskJet 990Cxi suffers a regression:
last known good: 3.15.9 (KaOS)
first known bad: 3.15.11 (Arch Linux)

  Printouts appear bleached as done in toner saving mode. Relevant lines and boxes of forms are not visible at all.
drivers with a similar problem: hpijs, hpcups.
  The Gutenprint driver for the 990C does not suffer from this issue but it does not support high quality and double sided printing.

Here is the log file of hp-check; there are possibly some unfulfilled requirements.

The dependencies hp-check complains about are installed in neither distro: python3-notify2, python3-reportlab, python3-pil
