4. A detailed explanation of your problem:
hp-setup does not detect the HP Envy on the network. I can add it using manual discovery by Ip address, but none of SLP, mDNS or Avahi work.
The mDNS request and response sequence works fine, but I think HPLIP is searching for the wrong entry in the models.dat file. The debug output from hp-setup is:

Note that it looks for a section called "hp_envy_

The version of that file that I have is the one that came with hplip 3.15.9, which seems a little old (2013):

If I modify the file to add the "hp_" prefix to the entry, then network detection works.
5. Steps to recreate the problem.
* Install HP Envy on network
* Run hp-setup -g
* Choose Network/
* Observe that printer is not detected
* Modify the models.dat file to add the hp_ prefix to the envy_5640_series entry
* Click Refresh
* Observe that printer is detected
