Printing Severely Delayed HP LJ1000

Bug Description
Recently HPLIP has been unable to communicate consistently with my printer via hplip cups integration with an error code of "12". When I print, eventually the document will print maybe sometimes 30 minutes later after several retry attempts from cups or hplip or whatever system is attempting to inject the job to the physical hardware.
On a side note, the printer itself is fine and prints "text" perfectly (and immediately) if i inject the job directly to the printing using "USB" instead of HPLIP as the printer connection type in cups. So the issue is not in communication between the computer and the hardware but between CUPS and HPLIP or HPLIP and whatever comes next.

I will say that this is obviously older hardware and I think the drivers have progressively gotten "worse". HPLIP Version 3.13.9 will at least "print" after some delay sometimes hours sometimes seconds. The latest versions of HPLIP will not even communicate with the printer at all and as such I have been required to downgrade back to 3.13.9 to at least be able to print (with some delay).
If there is any further information that is needed from me (or even if you want access to the equipment/OS) let me know and Ill see what can be arranged.

At the moment I am using RPM's provided by Mageia for HPLIP, however I have attempted to setup newer versions of HPLIP without success.
hp-doctor says:
Checking for Printer Status....
error: 'hp_LaserJet_1000' Printer is either Powered-OFF or Failed to communicate.
Turn On Printer and re-run hp-doctor
however the printer is turned on and connected:

When configured via HPLIP:
[james@localhost ~]$ echo test | lpr -P hp_laserjet_1000
results in hp-systray showing:
hp_LaserJet_1000 Device communication error
When configured via USB (in cups) with foo:
[james@localhost ~]$ echo test | lpr -P hp_laserjet_1000
results in an immediate print out with zero delay
