DeskJet 990C A4 ImageableArea gives wrong margin

When printing to an HP DeskJet 990C with HPLIP 3.14.10 (hpcups), using A4 paper, the right margin is twice the width of the left margin.

I think the problem is caused by the HWMargins being set at 9 for left/right, but the ImageableArea being set at 18 from left/right.

This patch fixes it for me, and now the right margin matches the left margin. But what about all the other page sizes, and the other models?
