[needs-packaging] HPLIP-3.13.10 backported to 12.04 LTS

Bug Description

As Ubuntu 12.04 LTS is supported until April of 2017 I firmly feel it's time for an upgrade of the HPLIP package. Many, many new enhancements and supported devices are included since 3.12.2 which is the latest package currently available.

Yes, users can compile it themselves, but it would be very beneficial to sysadmins if you could install it in a apt-get update by simply backporting the newest version into your precise ppa.

I'm a 12.04 user who canNOT compile this package himself, in spite of careful compliance with all instructions on the project's website. Details on how the process fails are at https://answers.launchpad.net/hplip/+question/238395. Therefore I say that this bug deserves a higher priority than the original poster suggests.
