Can you try following as above comment #5 is still trying to extract in /tmp directory.

--> go to the downloaded directory and run this command.
$ su -c "sh hplip-3.13.6-plugin.run --keep"

--> Once plugin installs, you can remove temporary file (optional).
$ su -c "rm -r ./plugin_tmp"
