Don't list every tenant in ec2 credentials form

Currently horizon seems to list every available tenant in the ec2 and openstack cred download forms. Seems like a good idea to limit those lists only to tenants associated with the logged in user.

This 'openstack' creds screen also blows up for a non-admin user due to the way the tenant lists are fetched, so this change would fix that issue as well.

horizon only list all available tenant associated with logged in user, I can't reproduce the problem reported here.
even for admin user it will only list projects associated to it, it's the same for non-admin as well

Andy, not sure why you can't see it, but it's definitely an issue with fedora essex packages. Could be a local problem I guess.
