Bug Description

Currently, after I take an instance snapshot, I am given the option to launch it immediately: http://stsh.me/1QQ

Expected: I should not be able to launch an instance snapshot (image) until it is out of the queued state, and ready to actually launch.

Actual: I am immediately able to click launch, which will result in an error.
