Bug Description
Steps to reproduce:
> (run devstack)
> In dash, click "Access & Security"
> Allocate all 10 floating ips, or enough so that the page is sufficiently extended
> Scroll to the bottom of the page to Keypairs
> Click "Create Keypair"
Expected:
Keypair dialog is visible
Actual:
