task state and power state not displayed for non-admin users

Steps to reporduce
> (run devstack)
> launch instance as demo user
Expected:
Instance list displays task and power state
Actual:
Task=None
Power State=No State
This is due to the default admin-only policy for the extended status extension in nova.
