Remove "launch" action from admin images table

Bug Description

The syspanel images table has a launch action which is totally inappropriate both because it tries to launch an instance without being associated with a project, and also becuase it allows you to try and launch just a kernel or ramdisk rather than a complete image. The action needs to be removed entirely.

    Corrects available actions for syspanel images table.

      * Fixes bug 955630 by removing the launch instance action.
      * Allows admins to delete any image.
