User password isn't a required field on creation

Bug Description
The user password field is marked as "required=False"; this isn't appropriate. If the backend supports creating users with a password, then the password should be required. If it does not, then the field should be hidden. Leaving a blank password simply isn't an option that should be available.

Keystone doesn't currently support asking for the supported backend (and won't in Essex) so this will have to be pinned to a config value (similar to change password).
