Traceback when adding security group with no params

Bug Description

To reproduce:

1) click Edit Rules on existing security group
2) click Add Rule without filling in any textboxes

Actual behavior:
traceback

Expected behavior:
friendly erro message explaining that we cannot add a rule without the necessary info
