Bug Description
POST-REFACTOR

The admin instance list only shows the instances of the currently-selected tenant.
PRE-REFACTOR
============
If logged in with as an admin all tenants on the user dashboard always show all instances and volumes (instead of just the instances and volumes for the selected tenant.

Amusingly, post-datatable refactor this now has the exact *opposite* problem: the Project dashboard instance lists are correct, but the admin instance list only shows the instances of the currently selected tenant. I'll update the description.
