Horizon still tries to load quantum.client when QUANTUM_ENABLED=False

Bug Description

Horizon still tries to load quantum.client, even when QUANTUM_ENABLED=False in the settings file. This means that you have to have the quantum client code present even if you don't want to use it.

    Conditionally load api.quantum based on QUANTUM_ENABLED. This means that
