Bug Description

Horizon still tries to load quantum.client, even when QUANTUM_ENABLED=False in the settings file. This means that you have to have the quantum client code present even if you don't want to use it.

    Bug #910494: Horizon still tries to load quantum.client when QUANTUM_ENABLED=False

    Conditionally load api.quantum based on QUANTUM_ENABLED. This means that
    you don't have to have quantum.client installed if you're going to run with
    QUANTUM_ENABLED=False.
