stack trace when not logged in on /settings/tenant

Bug Description

AuthorizationFailure at /settings/tenant/
Authorization Failed: A username and password or token is required.


1) setup master of everything (devstack)
2) go to the dashboard (use incognito tab to ensure no cookies) and verify not logged in
3) add /settings/tenant/ to the url


redirect to login page

it appears the entire /settings view doesn't check if you are logged in
