Trying to add second rule to security group deletes the first

Bug Description

When I add a second rule to a security group, it deletes the first and doesn't add the second rule. Tried with the delete button for the first port highlighted and without when clicking the add button, no difference.

goto security groups
select desired security group
add first rule
fill out form to add second rule
click add rule
displays "Info: Successfully deleted rule: 1" and removes first rule and doesn't add second

Expected:
second rule to be added with first not being altered or deleted.
