Console Log should have a nice message if instance state isn't running

As soon as you launch an instance you get links for many actions, even if the state of the instance isn't running. In the case of console log (maybe others) trying to perform actions if the instance is still building. Either those links should be hidden until they are actionable, or there should be clear error messages telling the user when clicking the link becomes appropriate.
