settings.SWIFT_ENABLED should be replaced by service catalog check

Bug Description

Now that Swift and Keystone have stabilized on including the "object-store" type in the service catalog, we don't need the SWIFT_ENABLED setting anymore. It can be reliably determined dynamically, as it should be.
