Power state not well accounted for in dashboard

Bug Description

Dashboard ui needs to account for the fact that the state variable for instances has been moved out into something new.

There is now something called 'power_state' for instances (ex: instance.power_state) which reflects the current status of the instance.

This was fixed in the datatables refactor some time back.
