Module specific templates should be stored in django_openstack

Bug Description

During the OS API merge, the templates were all moved out of django_openstack and into openstack_dashboard. This was a mistake as the templates should always be stored in django_openstack unless there is a reason not to. Site wide specific templates like login, register, 404, etc. should be in openstack_dashboard, but all templates relating to the openstack modules should be in django_openstack.

This way the django_openstack module is still useful to people wanting to build off of it instead of having to fork the actual Django site.
